Join us for an economic development luncheon Thursday, September 24, 11:45am-1:30pm at Thorny Lea Golf Club in Brockton, sponsored by Rockland Trust.

The event will feature a New Faces Panel highlighting new leadership across the region, including Brockton’s Interim Director of Planning & Community Development Elijah Romulus; Mayflower Council, Scouting America CEO Juan Osorio; and United Way of Greater Plymouth County Interim President and CEO Carole Martyn.

A second panel will focus on reducing peak energy costs for manufacturers through on-site battery storage. Representatives from Powertown, the company leading the project, will be joined by manufacturers participating in the initiative to discuss the technology and its potential impact on their operations.

The luncheon will conclude with a project overview of the new Brockton High School, presented by Kevin Sullivan, Owner’s Project Manager with LeftField.

About the Speakers

Elijah Romulus is the Interim Director of Planning & Community Development for the City of Brockton, bringing more than a decade of experience in municipal and regional planning, economic development, infrastructure, and community resilience.

A Brockton native and Brockton High School Class of 2007 graduate, Elijah’s connection to the city is both personal and professional. He credits his upbringing in Brockton and his Haitian heritage as important influences on his career and commitment to public service. He holds a bachelor’s degree in Mechanical Engineering from Rochester Institute of Technology and a master’s degree in Urban Planning and Environmental Policy from Tufts University.

Throughout his career, Elijah has worked across city, regional, and town meeting forms of government. His experience includes drafting and advancing municipal ordinances and bylaws, securing millions of dollars in infrastructure and energy-efficiency grants, developing climate action, hazard mitigation, and disaster preparedness plans, and collaborating with developers on multimillion-dollar construction projects.

In his role with the City of Brockton, Elijah oversees planning and community development initiatives, supports several boards and commissions, and works on permitting, long-range planning, community development funding, and economic development projects. His work is focused on supporting responsible growth, strengthening the city’s infrastructure and neighborhoods, and creating opportunities for Brockton residents, businesses, and stakeholders.

Juan F. Osorio is Scout Executive of the Mayflower Council BSA, Scouting America, serving the communities of Eastern Massachusetts. He joined the Mayflower Council in March 2024 after serving as Scout Executive of the Chattahoochee Council in Columbus, Georgia, since 2018. Prior to that, he held several leadership roles with the Narragansett Council in Rhode Island, where he began his Scouting journey as a Cub Scout and ultimately earned the rank of Eagle Scout. 

Born in Medellín, Colombia, and raised in Central Falls, Rhode Island, Osorio began his professional BSA career as a ScoutReach Program Specialist, bringing Scouting opportunities to youth and families in underserved communities. His personal experience and professional background have shaped his commitment to making Scouting accessible to young people from all backgrounds. 

Osorio is also a co-founder of L.I.S.T.O.S., the BSA’s Hispanic Work Resource Group, and has worked with the national organization on the Citizenship and Society Merit Badge and employee diversity, equity and inclusion training. As Scout Executive, he is focused on expanding participation, embracing diversity and inclusion, and ensuring Scouting continues to evolve to meet the needs of today’s families.

Carole Martyn is the Interim President & CEO of United Way of Greater Plymouth County, bringing decades of experience in leadership, learning and development, and community service.

Carole spent more than 25 years with HarborOne Bank, where she advanced to Vice President of Learning and Development. In that role, she led employee education and development initiatives, including new hire orientation, technical and soft skills training, management and leadership development, and professional development programs. She also co-chaired HarborOne’s DEI Council.

Carole has been involved with United Way of Greater Plymouth County since 2008 and joined its Board of Directors in 2015. She has served in a number of leadership roles, including Board Secretary, Board Chair, and co-chair of the Community Impact Committee. She is passionate about financial literacy, workforce development, and strengthening the community through collaboration and service.

A graduate of Westfield State University, Carole earned a bachelor’s degree in Business Management with a minor in Labor Relations and has completed numerous professional development programs in the field of Learning and Development. She resides in Millis, Massachusetts, with her family.

Kevin Sullivan is the Project Director for LeftField, LLC, the Owner’s Project Manager for the Brockton High School Building Project. He brings more than 16 years of experience in public and private construction management, with extensive expertise in K-12 school projects and other public facilities.

Prior to joining LeftField, Kevin spent 14 years with the Massachusetts School Building Authority (MSBA), where he served as a Project Manager specializing in K-12 school construction. During his time with the MSBA, he helped oversee the successful completion of more than $1.5 billion in public school construction projects across Massachusetts, working with communities throughout the Commonwealth on accelerated repair, renovation, addition, and new construction projects.

Kevin has managed more than 100 projects, including K-12 schools, higher education facilities, public safety buildings, town halls, Department of Public Works facilities, and regional 911 centers. His experience spans all phases of school building projects, from planning and feasibility through design, construction, and completion.

As Project Director for the Brockton High School project, Kevin works closely with the City of Brockton, Brockton Public Schools, the School Building Committee, MSBA, design team, and community to guide the project through the feasibility and design process. He brings extensive experience working with municipalities and school districts, along with a strong commitment to clear communication, collaboration, and responsible project management.

Kevin holds a master’s degree in Management and takes pride in building strong relationships with the communities he serves. He has worked with more than 100 communities across Massachusetts throughout his career.
