ABOUT THE SPEAKERS
Monica G. Tibbits-Nutt is the Secretary of Transportation and CEO of the Massachusetts Department of Transportation (MassDOT).
As Secretary, she is responsible for the four divisions of MassDOT: Highway, Rail and Transit, the Registry of Motor Vehicles, and Aeronautics. In this position, she also serves on the Massport and MBTA Board of Directors.
Tibbits-Nutt was previously appointed Undersecretary of Transportation by Governor Healey in January 2023, before being sworn in as Acting Secretary for Transportation in September. As Undersecretary, she led the effort to stand up the first-ever Office of Transportation and Climate Planning and Policy. Tibbits-Nutt previously served on both the MassDOT Board of Directors and as the Vice-Chair of the Fiscal Management and Control Board (FMCB) that oversaw the MBTA from 2015-2021.
Prior to joining the Governor’s Cabinet, she was Executive Director of 128 Business Council, a transportation management association and regional service provider that builds privately funded, cooperative public transportation routes throughout the Route 128 West Corridor.
Areas of specialty include regional and transportation planning, urban design, and transit equity. In both her work and research, she is particularly interested in capitalizing upon every opportunity to better educate transportation stakeholders and the public about all aspects of the planning process. As part of this focus on education, she serves as the Vice President of the non-profit Youth Engagement Planning (YEP!), which brings urban planning and community advocacy into K-12 environments.
Secretary Tibbits-Nutt is an active member of the American Institute of Certified Planners and a LEED Accredited Professional in Building Design & Construction with the U.S. Green Building Council. Rachel Heller became CHAPA’s CEO in 2016, after joining the agency as the Director of Public Policy in 2012. Rachel is responsible for providing strategic leadership and overseeing all activities of the organization. She works in partnership with the Board of Directors to articulate and execute CHAPA’s mission. Rachel previously worked as the Director of Public Policy at the Alliance for Business Leadership, served as Chief of Staff to Massachusetts State Senator Susan Tucker, and was the Senior Policy Advocate at Homes for Families, a nonprofit advocacy organization working to end family homelessness. Michael Lambert became Administrator of Brockton Area Transit Authority in 2019, where he once oversaw three million annual trips across eleven communities before the pandemic cut ridership nearly in half. Prior to his arrival at BAT, he spent six years at MassDOT and the MBTA, working with 15 regional transportation authorities, as he helped oversee the paratransit system called The Ride and as he worked as deputy administrator for the state’s Transit Division. He has also served as Chief of Staff to the Mayor of Somerville. Michael holds a Bachelor of Arts from the College of the Holy Cross and a Masters in in Urban Public Policy from the Harvard Kennedy School. Visit www.ridebat.com to learn more.
Peter Lewis joined Schochet Property Management in November 2006 as Vice President of Property Management and currently serves as its Executive Vice President. Mr. Lewis has over 30 years of experience in the affordable housing industry, having begun his career as a site manager. His broad experience includes regional management of portfolios as large as 1,500 units as well as responsibility for regulatory compliance for a portfolio of over 3,000 units. Mr. Lewis has worked in virtually all segments of the affordable housing industry, including stints with a non-profit and a state housing finance agency, where he was responsible for ensuring the adequacy of the physical and financial condition of approximately 22,000 units administered by the Rhode Island Housing & Mortgage Finance Corporation. In addition, Mr. Lewis has worked in the market rate housing arena as a regional manager for both market rate rental properties as well as condominium associations.
Mr. Lewis holds the designation of Certified Property Manager® (CPM®) from the Institute of Real Estate Management (IREM) and the Credential for Green Property Management™ (CGPM™) from The National Apartment Association Education Institute (NAAEI) and the National Affordable Housing Management Association (NAHMA™).
He also holds the Specialist in Housing Credit Management® (SHCM®) certification developed by NAHMA especially for management professionals involved with properties developed and operated under the Low-Income Housing Tax Credit (LIHTC) program as well as his NAHP-e® which is the only professional certification dedicated solely to recognizing and promoting achievement of the highest possible standards in affordable housing management.
Mr. Lewis sits on several Boards of Directors, including IREM – Boston Chapter where he is a past President. He also serves on the Governing Council for IREM national. He is on NAHMA’s Executive Council and Treasurer on the NAHMA Board and chairs the Budget and Finance Committee. He is a past President of the New England Affordable Housing Management Association and a Director Emeritus. Stephen DiPrete joined South Shore Bank in 2020 and brings nearly twenty-five years of banking experience and an award-winning record of providing customized commercial lending and treasury service solutions. Prior to joining South Shore Bank, Stephen spent sixteen years at Eastern Bank, most recently as a Senior Vice President with the Middle Market Lending team.
Stephen coaches youth basketball and serves on the Board of Governors at Foxboro Country Club.
